The Section 160 of IT Act, 1961 provides that a minor may be represented through a representative assessee to apply for a PAN card. Thus, the details of a minor and the representative assessee, both need to be provided for the application of minor PAN.

Online process to apply for Pan Card for minors
In order to apply for a PAN card for minors, visit the official website to apply for PAN. The online application process involves filling a detailed form that must be signed by either the parent or the guardian of the minor. Though, as mentioned earlier, the minor’s PAN card does not contain their photograph or signature, it continues to carry the same number as an adult’s PAN card.
Step 1: Visit the official website
Visit the official NSDL Portal or apply through registered e-governance partners. Once you share your basic information, choose action and authenticate your identity & mobile number by sharing OTP, you will be redirected to official PAN application form
The citizens of India need to submit their ‘Application for allotment of new PAN’ in the revised Form 49A only. This form can be used when the applicant has not applied for a PAN card earlier and does not have a PAN card allotted to him ever. The foreign citizens need to fill form 49AA for a minor PAN card.
Step 2: Select the type of application
In the Application Type dropdown menu, select “New PAN for Indian Citizen” or “New PAN for Foreign Citizen, as applicable. In the Category dropdown menu, select ‘Individual’.
Step 3: Complete details
Enter the complete information to fill the form, such as applicant’s name, date of birth, email ID, and mobile number. Enter Captcha and then submit the form.
Step 4: Upload documents
For a child’s application, copy of Aadhaar of Minor and following list of documents of any of the parents/guardians are accepted as the proof of identity and address. . After uploading all the documents, the applicant is required to make the payment.
Documents for proof of identity —
(a) copy of photo identity card as issued by Central Government/State Government/PSU; or
(b) copy of ration card having photograph of the applicant; or
(c) passport; or
(d) copy of driving license; or
(e) copy of arm’s license; or
(f) copy of AADHAR Card issued by UIDAI; or
(g) copy of Pensioner Card having photograph of the applicant; or
(h) copy of Central Government Health Scheme Card or
(i) copy of Ex-servicemen Contributory Health Scheme photo card; or
(j) Original Certificate of Identity signed by a Member of Parliament (MP) or Member of Legislative Assembly (MLA) or Municipal Councillor or a Gazetted Officer, as the case may be; or
(k) Original bank certificate on letterhead from the branch, issuing officer’s name and stamp, containing attested photograph and bank account number of the applicant.
For proof of address—
Upload a copy of any of the following documents that should be not more than three months old—
- Electricity bill; or
- Telephone or broadband connection bill; or
- Water bill; or
- Bill for piped gas; or gas connection card
- Bank account statement or
- Credit card statement; or
- Post office pass book having address of the applicant; or
- Passport
- Elector’s photo identity card; or
- Latest property tax assessment order; or
- Driving licence; or
- Domicile certificate issued by the government; or
- AADHAAR Card issued by the Unique Identification Authority of India; or
- Central Government or State Government-issued Allotment letter of accommodation that is not more than three years old; or
- Property registration document; or
- Certificate of address signed by a member of Parliament, member of the Legislative Assembly, or Councillor, or a Gazetted Officer, as the case may be; or
- Employer certificate in original.
For proof of date of birth of the minor —
- A copy of Birth Certificate issued by Municipal Authority or any office that is authorised to issue the Birth and Death Certificates by the office of Registrar of Birth and Death or Indian Consulate as per the clause (d) of sub-section (1) of section 2 of the Citizenship Act, 1955 (57 of 1955); or
- Matriculation certificate (if applicable); or
- Passport; or
- Domicile certificate issued by the Government; or
- Affidavit authorised by a magistrate stating the date of birth.
Step 5: Send documents
After making the payment, utilise Aadhaar authentication. A copy of these documents must then be sent to the Protean office address:

Offline process to apply for PAN card for minors
Here are the steps to apply for minor’s PAN card offline —
Step 1: Applicants can get the application forms for PAN card from TIN-FCs, PAN centres. One can also download the form from the Protean portal. You can locate a nearby TIN FC or PSA office by going through the list of centres on the Protean portal. You can fill the form as per the guidance of the staff at these centers.
Step 2: Fill out the personal information of the minor applicant legibly and carefully, as per the instructions mentioned in the form.
Step 3: Once the form is duly filled, attach the legible copies of all the required documents. Since the minor PAN card does not carry the photo of the minor card holder, no photograph needs to be submitted.
Step 4: Submit the completed form along with the copy of the required documents at any Protean authorised center along with the application fee.
Step 5: Once the application is verified, the applicant will receive the PAN card at their address.
Fees and charges for minor PAN card
- For PAN card applications submitted Online, i.e. where physical documents are forwarded to NSDL e-Gov, Rs 107 including taxes are charged for dispatch of physical PAN Card in India.
- For the dispatch of a physical PAN Card outside India, one needs to pay Rs 1,017 including taxes.
